Gonzales <br />SUBJECT: <br />ADOPTION OF RESOLUTION AUTHORIZING <br />SALARY INCREASE FOR THE CITY MANAGER <br />Date: 5122191 <br />BACKGROUND: Members of the Police Bargaining Units have received salary increases pursuant <br />to their Memorandums of Understanding. Included in the salary increases is the Police Chief whose <br />salary is now 14.3 % above that of the City Manager. The Police Chief reports to the City Manager <br />for direction and supervision, and it is established that the Chief Executive Officer of the City should <br />receive a salary that is higher than the subordinates. <br />A salary survey was conducted of several local cities for the position of City Manager and it was <br />determined that the Colton City Manager's salary is below eight of the nine cities surveyed (see <br />attached). <br />The existing employment contract with the Colton City Manager specifies that based upon performance <br />evaluations the City may at any time and in its sole discretion increase the employee's base salary. <br />To date this has not been done. The only increase provided has been a cost of living increase based <br />upon an increase listed on the Consumer Price Index. <br />STATEMENT OF PROBLEM: The City Manager is the highest level City employee reporting directly <br />to the City Council. The salary of the City Manager should be at a level that is above the <br />subordinates that report to him. Presently, the Police Chief earns a higher salary than the City <br />Manager. <br />ALTERNATIVES: None. <br />FINANCIAL IMPACT. • The financial impact is a 19.5% increase to the City Manager's salary. <br />ENVIRONMENTAL IMPACT.• None. <br />RECOMMENDATION.• The City Manager has been employed with the City of Colton for one year <br />and has not received a salary step increase.
