CITY OF COLTON
AGENDA REPORT
For Council Meeting of November 5, 1991
TO: HONORABLE MAYOR AND CITY COUNCIL
FROM: GORDON R. JOHNSON, PERSONNEL DIRECTOR W ,Date: 10-30-91
P
SUBJECT: MEDICAL LEAVE OF ABSENCE POLICY
Background
The City has no consistent policy concerning the accrual of paid
leave by employees on a medical leave of absence involving leave
without pay. Likewise, there is no set policy concerning the use of
paid leave by employees requesting a leave of absence without pay for
medical reasons.
Staff has met with representatives of the various employee bargaining
units to develop policies on these subjects. Attached is the
proposed policy. The key provisions include:
1. A medical leave of absence is defined to include one or more
hours of leave of absence without pay during a calendar month.
2. All accrued sick leave must be used before a leave of absence
without pay is granted.
3. A minimum of 80 hours per month in a paid status must be served
to qualify for continued City payment of health, dental, life
and long term disability insurance.
4. No health credit will be paid to an employee on a medical leave
of absence.
5. The MOUs provide that the City will pay a maximum of 3 months
insurance premiums for employees on leave of absence without pay
due to industrial injury. This policy extends City paid
insurance benefits to employees returned to work on light duty
if they are in a paid status a minimum of 80 hours per month,
excluding workers' compensation and disability pay.
Recommendation
Staff recommends that the City Council adopt the attached policy.
Concur
i y Manager
CENTRAL RECORDS g
FILE IVO. -----
