JOHNSON, PERSONNEL DIRECTOR W ,Date: 10-30-91 <br />P <br />SUBJECT: MEDICAL LEAVE OF ABSENCE POLICY <br />Background <br />The City has no consistent policy concerning the accrual of paid <br />leave by employees on a medical leave of absence involving leave <br />without pay. Likewise, there is no set policy concerning the use of <br />paid leave by employees requesting a leave of absence without pay for <br />medical reasons. <br />Staff has met with representatives of the various employee bargaining <br />units to develop policies on these subjects. Attached is the <br />proposed policy. The key provisions include: <br />1. A medical leave of absence is defined to include one or more <br />hours of leave of absence without pay during a calendar month. <br />2. All accrued sick leave must be used before a leave of absence <br />without pay is granted. <br />3. A minimum of 80 hours per month in a paid status must be served <br />to qualify for continued City payment of health, dental, life <br />and long term disability insurance. <br />4. No health credit will be paid to an employee on a medical leave <br />of absence. <br />5. The MOUs provide that the City will pay a maximum of 3 months <br />insurance premiums for employees on leave of absence without pay <br />due to industrial injury. This policy extends City paid <br />insurance benefits to employees returned to work on light duty <br />if they are in a paid status a minimum of 80 hours per month, <br />excluding workers' compensation and disability pay. <br />Recommendation <br />Staff recommends that the City Council adopt the attached policy. <br />Concur <br />i y Manager <br />CENTRAL RECORDS g <br />FILE IVO. ----- <br />
