Hutton, Director of Public Workst,�*, <br />SUBJECT: Approval of Insituform to Video Log Sewer Lines Date: October 28, 1991 <br />and Authorize the Expenditure of $50,000 from the <br />Water Quality Control Capital Improvement Account <br />RArKC.R" 1Nn <br />As Council is aware, the sewer lines installed in the east part of Colton are <br />collasping. All of the lines are in need of replacement and have been budgeted <br />for in the FY91-92 budget. <br />DISCUSSION: <br />Insituform has a patented process whereby soft sewer line material is placed in <br />a form in the sewer line through a manhole and then the soft material hardens and <br />laterals are cut. This process does not require the excavation of the City streets <br />and is more durable than the existing sewer lines. This process has been used on <br />several sewer lines in the City and has proven to be a better alternative to the <br />excavation of sewer lines. The Insituform process is sole source. <br />The immediate concern of staff is to determine which lines have already collasped <br />or will collasp within the next few months. In order to accomplish this, a video <br />log of the sewer lines must be made so that staff can prioritize the sewer line <br />replacements. <br />FINANCIAL IMPACT: <br />The video log and repair of the sewer lines are in the Water Quality Control Capital <br />Improvement account #22-9411-89; this budget will be before the Council in late <br />November. <br />RECOMMENDATION: <br />Staff recommends that Council authorize Insituform to proceed with the video logging <br />of the sewer lines of $50,000. <br />/lj <br />CITY MANAGER'S CONCURRENCE: <br />Attachments: 2 <br />Page 1 of__ Item No. /C <br />CENTRAL RECORDS <br />FILE NO ...................... <br />
