By State law the <br />City Attorney has the duty of preparing a written summary <br />of the document. I analysed it. Then I wrote my own document <br />which sumit.ari.zed the proposal. <br />I delivered my document to the City Clerk. She suggested <br />that I change it. I did. As modified, my document was <br />produced, reviewed, approved and released for use in <br />advancing the initiative through the process provided by law. <br />As I have stated, I reviewed the document submitted to <br />the City C]erk by the p:roponerLts of this initiative, <br />MY opinion about that document is: <br />It is well written, specific and in good legal form. <br />It expresses a complex .idea clearly in ordinary words <br />understandable by people without technical training.. <br />The idea that: it presents is appropriate for determination <br />by the voters at an election. <br />t 41 <br />
