However, the initiative ordinance fails to describe <br />the geographic boundaries of the districts; rather, the <br />initiative ordinance directs a panel (to be established by the <br />Committee and the City Council) to perform this task prior to the <br />November 1992 election. This omission is contrary to the <br />requirements of the Government Code and raises a question as to <br />whether the initiative ordinance as presented can be submitted to <br />a vote. <br />
