Nothing in this ordinance <br />shall prevent the City from contracting and/or issuing a franchise <br />for the collection, removal or disposal of refuse within the City. <br />SECTION TWO <br />The City Clerk shall certify to the passage of this Ordinance <br />and cause same or a summary thereof to be published within fifteen <br />(15) days after adoption in a newspaper of general circulation, <br />printed and published in Colton, California, and thereupon this <br />ordinance shall become effective in accordance with law. <br />PASSED, APPROVED AND ADOPTED this day of November, 1991. <br />ATTEST: <br />HELEN A.
