STRATTON, CHIEF OF POLICE <br />SUBJECT: Date <br />APPOINTMENT OF FULL TIME CITY JANITOR 8-28-91 <br />TO THE POLICE DEPARTMENT FACILITY <br />BACKGROUND <br />The Police Department is a 24 hour operation encompassing two off- <br />site buildings as well as those facilities located at the City <br />Corporate Yards. These facilities are used by 87 full time <br />employees, and 50 part time persons. These buildings require a full <br />time individual to keep up with the cleaning and maintenance demands. <br />Presently, the janitorial service is provided by a private firm on <br />contract to the Colton Police Department. <br />DISCUSSION <br />The Police Department, unlike other City buildings, has confidential <br />records, police files, computer terminals and screens used 24 hours <br />per day that must be restricted to all persons not authorized for <br />their use. These unauthorized persons include maintenance, repair, <br />and janitorial staffs. Failure to maintain the security of these <br />systems imposes a criminal and civil liability upon the City of <br />Colton. The Colton Police Department has used the services of a <br />contract janitor for 18 months. The contract fees increased 5% this <br />fiscal year and are expected to increase significantly during the <br />next year. The City has no control over these rates, and equally <br />important, the City has no control of the contract replacement when <br />the janitor is off ill or on vacation. The Police Department <br />requires a full time janitor employed by the City of Colton.
