CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of September 3, 1991 <br />TO: Honorable Mayor and City Council <br />FROM: Leslie Keane Stratton, City Manager <br />SUBJECT: Date: 8/29/91 <br />Reaffirm Prior Year Addition Of Energy <br />Specialist Position In Electric Department <br />BACKGROUND: <br />During the Fiscal Year 1990-91 budget process, the Electric Utility <br />Director requested the addition of an Energy Services Specialist <br />position. As the Council is aware, we have an aggressive energy <br />conservation program which has saved the City and its residents <br />significant amounts of money. It is not possible to operate this program <br />effectively without this additional position. It is my understanding <br />that the position was approved when you considered the budget. <br />Inadvertently, however, it was left out of the list of approved City <br />positions. <br />DISCUSSION: <br />During the past year, the energy conservation program has used other <br />Electric Department staff to assist in the supervision of its activities. <br />Service levels in both this program and other department activities has. <br />been reduced. Electric rates in Colton are based on approved service <br />levels. If the position is filled, as previously approved by the Council, <br />we will be able to meet these service level requirements. <br />FISCAL IMPACT: <br />The cost for an Energy Services Specialist is approximately $49,000; <br />sufficient funds will be generated from currently approved electric user <br />rates to fund this position. <br />RECOMMENDATION: <br />Reaffirm Council's Fiscal Year 1990-91 approval of an Energy Services <br />Specialist position in the Electric Utility Department. <br />Attachments: <br />Page 1 of---- 1— Item No. <br />"ENTRAL RECORDS <br />FII -F NO. _CD3_ -1------------------- 11�. <br />
