HALL, Fire Chief <br />September 17, 1991 <br />SUBJECT: EQUIPMENT LEASE -PURCHASE AGREEMENT-- Date: 9/11/91 <br />EXECUTED BY MOTOROLA COMMUNICATIONS AND ELECTRONICS INC. <br />BACKGROUND: <br />On July 3, 1990, Colton City Manager EDMUND SOTELO signed a <br />letter of intent for the City of Colton to participate in a <br />Cooperative 800 mHz Communications Project with the County of San <br />Bernardino. on August 13, 1990, the mayors of the cities of <br />Colton, Loma Linda, Redlands, Rialto, and the San Bernardino <br />County Consolidated Fire Agency, signed a Joint Powers Authority <br />Agreement to establish a cooperative agency for the joint and <br />mutual operation of a centralized fire communications agency : <br />The intent of the JPA is to coordinate the use of public radio <br />channels and to provide a centralized regional computer aided <br />communications system. <br />DISCUSSION: <br />The County 800 mHz project began in 1985 when additional <br />frequencies were needed by the Sheriff's Department because of <br />increased traffic load on their communication system. Unable to <br />obtain, from the Federal Communication Commission, the "high <br />band" frequencies compatible with existing radios, the County <br />decided to start a new radio system. This new 800 mHz system has <br />the capacity to handle the communication needs of the entire <br />county emergency response system. <br />In 1988 the County Office of Management Services was created to <br />manage the Sheriff's Department communications system and to <br />provide a highly technical staff support network capable of <br />providing, to the entire county, the expertise necessary to <br />maintain the projected $37 million system. <br />The attached lease purchase agreement will provide the Fire <br />Department with a cost effective means of purchasing the required <br />end user equipment necessary to access the County -wide system. <br />Attachments: <br />Page I of 2 Item No.- i <br />
