This contract was originally awarded to Ellis Electric ("Ellis") at <br />a contract price of $110,000 for upgrading and expansion for the Dornecq Complex, Now, <br />the City is ready to move forward with the next phase of the project which will add Reche <br />Canyon Pressure Zones Nos. 1 and 2 to the system. This will require upgrading both the <br />software and the hardware originally provided by Ellis for the Dornecq Complex. Because <br />the existing system is unique and compatible with software and technology that can only be <br />provided by Ellis, the City would like to proceed by change order, in the amount of $51,996 <br />and if possible rather than putting a new contract out to bid. <br />May the Cit; proceed by change order rather than by neer contract subject to <br />the public lidding requirements for public projects in a situation where a sole supplier <br />exists? <br />
