CITY OF COLTON <br />EXECUTIVE MANAGEMENT PERFORMANCE APPRAISAL MANUAL <br />INTRODUCTION <br />This manual presents a practical approach to employee performance appraisal. Most <br />managers readily agree that the regular and frequent appraisal of an employee's <br />performance is one of the most effective ways to achieve and maintain high quality <br />performance. The problem is how to develop an appraisal system that is equitable <br />and workable. This manual contains straight -forward steps for developing and <br />utilizing such a system. <br />The major issues surrounding the performance appraisal process are: <br />- The purpose of performance appraisal. <br />- The goals of the City of Colton performance appraisal system. <br />- Appraisal schedule (frequency of evaluations). <br />- Recordkeeping. <br />- Who will do the appraisal. <br />- Development of the performance appraisal criteria and standards. <br />- Avoiding rater errors. <br />- Planning and conducting the performance appraisal session. <br />- Appraisal review. <br />The approach to performance evaluation described in this manual will assist raters in <br />evaluating the performance of their employees by providing both raters and ratees <br />with specific performance criteria and standards. These criteria and standards will <br />ensure that all employees are aware of the performance standards which apply to <br />each of their jobs. Moreover, specific rating criteria make the performance evaluation <br />process itself easier since raters and ratees know in advance what the rating criteria <br />are and what differentiates between good and poor performance. <br />- 1 - <br />
