HUTTON, DIRECTOR OF PUBLIC WOR Date: 12/7/92 <br />SUBJECT: FAIRVIEW AND COLTON AVENUE TRAFFIC SIGNAL BUDGET TRANSFER <br />BACKGROUND <br />The intersection of Fairview and Colton Avenue is a tee <br />configuration intersection and serves as the primary access to <br />Alice Birney Elementary School. <br />At the request of the school principal and area residents, the City <br />Council directed staff to prepare a traffic impact analysis to <br />determine if the intersection of Fairview and Colton Avenue meet <br />the criteria to warrant a Traffic Signal at this intersection. <br />FINANCIAL IMPACT: <br />Traffic Fees are development related impaction fees collected <br />specifically for purposes related to the management of Traffic <br />Congestion; and under State Law must be identified under a Capital <br />Improvement Program similarly as Parks Fees would be. <br />RECOMMENDATION• <br />If Council concurs staff would recommend award of contract to the <br />apparent low bidder Paul Gardner corporation with a bid of <br />45,998.00 and a 10% permit and inspection fee amount of 4,599.00 to <br />cover construction inspection services. <br />Additionally staff would recommend approval of the attached budget <br />transfer of funds in the aforementioned amount of 50,597.00 from <br />the Traffic Fee Fund 49-0826 to the Traffic Capital Improvement <br />Account of 49-91-89 as approved by the City Manager. <br />Concurrence <br />D2:FAIRAGEN <br />
