(CDIvn is pleased to submit this Draft Water Rate Plan for <br />your review. We appreciate the input from City staff during the preparation of this study. <br />This report presents the comprehensive analysis of the Colton Water Utility's financial <br />position and recommends rate increases that will allow the Utility to operate on a business- <br />like basis without subsidies from the General Fund. Furthermore, it presents a financial plan <br />to implement required projects from the Water Master Plan for both expanding the system <br />capacity to serve new development, and upgrading the system for eusting users. The plan <br />recommends rates that equitably charges both existing and future water customers. <br />Colton citizens and businesses have enjoyed very low water rates for yeazs. In fact Colton's <br />current rates and charges are less than half of those of the surrounding agencies. However, <br />rates have not kept pace with necessary and required expenditures and a significant rate <br />increase is required now. Even with the recommended increa.Sed rates, the average Colton <br />water user's bill will still be less than those of other local water agencies. <br />After we receive the City's detailed review and comments, we will finalize this report.
