La Cadena Drive
Colton, CA 92324
Attention: Robert Lavin, Water Utility Manager
Gentlemen,
CAMP DRESSER & McKEE INC.
430 North Vineyard Avenue, Suite 310
Ontario, California 91784
714 9B6-6B 11
Camp Dresser & McKee Inc. (CDIvn is pleased to submit this Draft Water Rate Plan for
your review. We appreciate the input from City staff during the preparation of this study.
This report presents the comprehensive analysis of the Colton Water Utility's financial
position and recommends rate increases that will allow the Utility to operate on a business-
like basis without subsidies from the General Fund. Furthermore, it presents a financial plan
to implement required projects from the Water Master Plan for both expanding the system
capacity to serve new development, and upgrading the system for eusting users. The plan
recommends rates that equitably charges both existing and future water customers.
Colton citizens and businesses have enjoyed very low water rates for yeazs. In fact Colton's
current rates and charges are less than half of those of the surrounding agencies. However,
rates have not kept pace with necessary and required expenditures and a significant rate
increase is required now. Even with the recommended increa.Sed rates, the average Colton
water user's bill will still be less than those of other local water agencies.
After we receive the City's detailed review and comments, we will finalize this report. We
look forward to responding to your questions and supporting you during the public review
Sy,
CAMP DRESSER & McKEE INC.

R. W.
