This development is a <br />combination of residential, commercial and industrial <br />structures. This resulting congestion contributes to the <br />probability of delays in responding emergency personnel and <br />apparatus to fires and other life threatening situations; and <br />(5) Within the area of the City of Colton there is <br />the Interstate 10 Freeway which divides the City into two <br />parts, north and south, the Interstate 215 which borders the <br />City of San Bernardino in the north portion of the City and <br />divides the City in the southern section, and three (3) <br />railroads, the Southern Pacific (east, west and north), the <br />Union Pacific (north and west), and the Santa Fe (east and <br />west). Such topographical obstructions are likely, in an <br />emergency situation, to create congestion resulting in delays <br />of responding emergency personnel; and <br />WHEREAS, the City Council is informed and finds that <br />because the City is subject to the above referenced climatic, <br />geological and topographical condition; <br />The City Council does hereby expressly find and <br />determine that the amendment set forth in Ordinance No. <br />adding Section 3802(i) to said Uniform Building Code is <br />reasonably necessary to protect life and property; and <br />The City Council does hereby expressly find and <br />determine that the amendment set forth in Ordinance No. <br />0 <br />6 <br />
