Hutton, Director of Public Works 09 <br />SUBJECT: Approval of Congestion Management Plan System Date: June 4, 1992 <br />Resolution and Approval of Three Additional <br />Arterial Roadways <br />RAC'KC,RO 1Nn <br />The State of California, under Proposition 111 (Gas Tax Program), requires the City <br />to set by resolution approval of the State's Congestion Management Plan system to <br />ensure a cooperative effort towards the improvement of main arterial roadways between <br />communities. <br />nTSC'I ICgTC)N <br />In order for local jurisdictions to quality for State Gas Tax Funds to improve these <br />main arterials. The local agency must commit a list of priority projects in <br />conjunction with the recom-riended San Bernardino County Valley Region CNP Road Systems <br />program (draft plan attached). <br />Staff has reviewed the draft plan and is in concurrence with the plan with the <br />exception that we would request the executive committee's reconsideration on the <br />inclusion of the following three arterial roadways into the CNP: <br />1. Valley Blvd. within Colton City Limits. <br />2. Slover Ave. within Colton City Limits. <br />3. Washington St. extension to La Cadena Dr. <br />Staff feels that all three of these roadways qualify as main arterials under the <br />CMP for future funding as they fall within major developing areas. Valley Blvd. <br />is an obvious main arterial under development and is adjacent to the I-10 Freeway <br />handling Freeway overflows. Slover Ave. is clearly identified as a main arterial <br />within the Aqua Mansa Enterprise Zone and has been agreed upon by the adjacent <br />jurisdictions as a main arterial.
