We have thoroughly reviewed your <br />Request for Proposals and have organized our proposed gro;ect outline to correspond directly to the <br />specitic needs of the City. Every attempt aas beer made to keep our submittal as brief as possible while <br />still providing a complete description of our qus.ii�ca:ions �n.� the proposed pavement management <br />system. We have. addressed the program's attr;tute�, capabilities, versatility, expendability and methods <br />of implementaiion. <br />IMS has specialized in the development of pavement m.anagen�ent systems for thE past 20 years. We <br />propose to commit a project team wit;z extensiva e�perience and expertise for this assignment. IMS <br />commits 100 io of aur time toward the development and instailation of pavement management systems <br />for Ci�:ies, Counties and States throughout North Ai�ie►i=:a. Ail key members of the proposed project team <br />are Civil Engineers specializing in pavement managemen:, r�ave:nent evaluation and section design. <br />`J�'e believe that the proposed system, and personnei assi�ned t� t�e project, will meet your requirements <br />and expectations in every respect. The pavement management systzm meets and exceeds the requiremsnts <br />set out by the Flexible Congestion Relief Fund uncier Propos;tion 111. <br />The pavement management �ystem proposed here ;ncludes d�flection testing. IMS does offer network <br />level pavement management systems without detiection testing. However, we feel that the structural <br />ii►formation provided by deflection analysis will be very helpful to the City in developing yearly pavement <br />improvement plans. <br />1211 W.
