RESOLUTION NO. 92-001 <br />A RESOLUTION OF THE SOLID WASTE ADVISORY <br />TASK -FORCE OF SAN BERNARDINO COUNTY TO <br />ENCOURAGE A COOPERATIVE RELATIONSHIP <br />BETWEEN ALL SAN BERNARDINO COUNTY LOCAL <br />JURISDICTIONS IN THE DEVELOPMENT AND <br />Il4PLEMENTATION OF PROJECTS RELATED TO AB 939 <br />WHEREAS, the State Legislature declares that the responsibility for solid waste <br />management is a shared responsibility between the State and local government. <br />WHEREAS, the State Legislature declares that it is in the public interest for the State, <br />to authorize and require local agencies, as subdivision of the State, to make adequate provision <br />for solid waste handling, both within their respective jurisdictions and in response to regional <br />needs. <br />WHEREAS, the amount of solid waste generated in the State coupled with diminishing <br />landfill space and potential adverse environmental impacts from landfilling constitutes an urgent <br />need for Stat and local agencies to enact and implement an aggressive new integrated waste <br />management program. <br />NOW, THEREFORE, BE IT RESOLVED THAT THE SOLID WASTE ADVISORY <br />TASK FORCE OF SAN BERNARDINO COUNTY, STATE OF CALIFORNIA <br />RESOLVES: <br />Section 1. That all San Bernardino County cities which include West End Coalition, East <br />End Coalition, Mountain Desert Coalition, other agencies and the unincorporated areas of the <br />County will work collectively to the best of their ability to develop solid waste facilities on a <br />regional basis. <br />Section 2. That all the above mentioned entities will exhaust all possibilities of working <br />collectively in the development of a Materials Recovery Facility, a Composting Facility and/or <br />any other appEcable facility. <br />Section 3. That all cities will set forth to achieve economies of scale in the development <br />of all future solid waste processing facilities that assist in achieving the goals of AB 939. <br />ekm:SWAT:92.OM <br />
