NCPA and the individual Southern Cities are also <br />hereinafter referred to individually as "Party" and collectively <br />as "Parties". <br />1. RECITALS: <br />This Amendment No. 1 to Agreement is made with reference to <br />the following facts, among others: <br />1.1 A hydroelectric project, known as the Rock Creek - <br />Cresta Project, Federal Energy Regulatory Commission Project No. <br />1962, is located on the North Fork of the Feather River in <br />Plumas, Butte, Yuba and Sutter Counties, California. (Said <br />project, as it presently exists or as it may be changed or <br />modified, is hereinafter designated "Project"). <br />1.2 A license to operate the Project is currently held by <br />1 <br />
