F. City agrees to pay Employee for his services rendered <br />pursuant hereto as adopted and set out in Resolution <br />No. R-122-91 by the City Council of Colton. In addition, <br />City agrees to annually increase in an amount at its sole <br />discretion based on the annual performance evaluation of the <br />Employee as set forth in Section 12, the City's attainment of <br />its goals, and the economic performance of the City. At no <br />time during this Agreement shall salary or fringe benefits be <br />reduced by City. <br />SECTION 4. RETIREMENT SYSTEM <br />Employee, at his option, may join any retirement option offered by <br />City. <br />SECTION S. PERFORMANCE EVALUATION <br />A. The City Council shall review and evaluate the performance of <br />Employee during December of each year commencing in December <br />1992. Said review and evaluation shall include an assessment <br />of the City and Employee's attainment of the set of goals and <br />objectives adopted by the City Council as discussed in <br />Subsection 6B below. At the conclusion of such evaluation, <br />the Mayor shall provide Employee with a summary in writing of <br />the findings of the majority of the City Council/Agency and <br />4 <br />
