7. MEDICAL INSURANCE - the City shall continue to contribute the equivalent to the cost of "Family" <br />coverage under the Health Net Plan, Group Number 50766A for city provided health insurance <br />coverage. <br />8. SICK LEAVE BUYBACK - the provision reducing by 1/2 sick leave buyback benefits for all <br />employees hired on or after January 1, 1987, was removed. <br />9. LAYOFF POLICY - a comprehensive layoff policy and procedure were added. <br />10. UNIFORMS - one employee in code enforcement was added to the existing policy. <br />11. RETIREE MEDICAL - The City will provide the retirees' health insurance benefit described in the <br />MOU to retirees who move outside the Health Net or Kaiser service area and enroll in a health <br />insurance plan. The benefit will be reimbursement for monthly premiums by the City up to the current <br />Health Net premium rate. Eligible retirees must show proof of insurance and of payment of monthly <br />premiums. <br />12. NEPOTISM - a comprehensive policy has been negotiated restricting applicants from being hired and <br />employees from being promoted into positions which relate to supervision, morale, safety and security <br />issues. This policy shall not effect employees employed by the City in the positions held as of the <br />effective date of the policy, however it would effect them if they were to seek a promotion in the future. <br />13. ADMINISTRATIVE LEAVE - an additional 24 hours of leave shall accrue to each covered employee <br />each calendar year, an increase from the current 40 hours to 64 hours per year. <br />14. TUITION REIMBURSEMENT - increase from 50% to 75% for textbooks. <br />15. OPTICAL - change allowance for employees from $40 for eye exam and $100 for frames and lenses, <br />and dependents from $40 for eye exam and $50 for frames and lenses ($90 if no exam required) to a <br />flat $140 for employee and $90 for dependents each year. <br />16. INTERNAL PARITY - the City agrees that if any other group receives a greater proportionate <br />compensation package this fiscal year than that granted to the Management and Confidential Unit, this <br />unit shall receive the equivalent amount. <br />RECOMMENDATION <br />Staff recommends that Council a rove e attached resolution adopting the MOU for employees in job <br />classifications represe d by t ana ment/C i ential Employees' Unit. <br />Concur <br />City Manager <br />Attachments: Resolution <br />Memorandum of Understanding <br />GRJ/MTCONMOU <br />
