HERMOSA CEMETERY <br />May 19, 1992 <br />Page 2 <br />While it is true that a family purchases a burial plot, the City does not <br />relinquish its ownership of the above -ground area. Most importantly existing Cemetery rules <br />specifically prohibit unauthorized decorations. It is my job to enforce and apply the rules <br />equitably and uniformly. <br />Please know that the members of the Cemetery staff, and I, extended every <br />courtesy to Mrs. Villegas; however, Mrs. Villegas refused to accept the fact that there are <br />regulations which we must adhere to. Mrs. Villegas was invited to a Special Meeting of the <br />Cemetery Commission and she did not accept the invitation. <br />Hermosa Memorial Gardens is a 100 -plus year old cemetery, located in and <br />owned by the City of Colton. This Cemetery is a traditional, state and city regulated <br />cemetery. It is open to all races and it is non -denominational. Because of age, environment <br />and expected deterioration, the City can expect to receive more complaints about markers <br />and maintenance. Cemetery Staff is to be commended for putting forth their best effort in <br />caring for and maintaining Hermosa. <br />As Cemetery Manager it is my goal to add to the aesthetics of the Cemetery <br />which is inviting in its beauty and tranquility. I am addressing the need for additional staff <br />and to upgrade equipment. I take pride in the Cemetery and know how important it is to the <br />community. I often seek and enjoy its serenity. <br />In conclusion, I want to assure you that as Cemetery Manager and Risk <br />Manager I will continue to meet my responsibility in implementing rules and regulations. <br />Respectfully submitted, <br />Helen A.
