(1) Beginning in fiscal year 1990-91, the appropriations limit shall <br />be the appropriation limit for fiscal year 1986-87 adjusted for <br />the changes made from that fiscal year pursuant to Proposition 111 <br />approved by the voters June 5, 1990, operative July 1, 1990. <br />
