CITY OF COLTON
AGENDA REPORT
For Council Meeting of
September 1, 1992
TO: Honorable Mayor and City Council Q
FROM: David Michael Davis, City Librarian'
SUBJECT: SUBMISSION OF CALIFORNIA DEPARTMENT OF Date: August 19, 1992
EDUCATION LOCAL ASSISTANCE GRANT
BACKGROUND
The Colton Public Library is eligible to apply for a California
Department of Education Local Assistance Grant in the amount of
approximately $5,000. These funds will be used to supplement the
library's current literacy services. Eligible activities include:
(1) purchase of supplementary instructional materials and supplies,
(2) in-service training for personnel, and (3) counseling and
guidance services.
STATEMENT OF THE PROBLEM
The Colton Public Library recognizes that a continuing demand
exists for one-to-one instruction in basic reading and writing
skills for adults. According to the California Department of
Education, 20% of the adult population 16 years and older cannot
read. This is the population that the Colton Public Library's
literacy program seeks to serve.
ALTERNATIVES
Without grant funding, such a program can only otherwise be
continued with the City's General Fund.
FINANCIAL IMPACT
This is a no -obligation item to the City. No local matching funds
are required.
RECOMMENDATION
Staff recommends that Council authorize the City to submit a
California Department of Education Local Assistance Grant in the
amount of approximately $5,000. The Colton Public Library Board of
Trustees has reviewed this matter and concurs with this recommenda-
tion. /
City Manager's Concurrent
Attachments:
Item No. S
