AGENDA REPjSe <br />RT <br />For Council Meeting of ptem �r 1 992 <br />TO: MAYOR AND COUNCIL MEMBERS <br />RE: UTILITIES RATE SURVEY <br />i moo , <br />FROM: CITY MANAGER <br />DATE: AUGUST 25, 1992 <br />The results of our recently performed rate survey show that <br />residential utilities rates are generally lower in the City of <br />Colton than in surrounding cities. <br />This is especially true in the case of Colton's residential <br />electric rates when compared to those of Southern California <br />Edison. A typical residential user of 500 killowatt hours per <br />month in Colton would have a montly electric bill of $39.47. A <br />Southern California Edison customer using the same 500 killowatt <br />hours in Edison Region 17, which includes San Bernardino, Rialto, <br />Fontana, Redlands, etc., would have a monthly bill of $62.54 in <br />the Winter and $60.71 in the Summer. <br />Both the Colton Electric Utility and Southern California Edison <br />charge a set amount per killowatt hour up to an alloted "baseline <br />service" consumption level. Above the "baseline level" the price <br />of energy per killowatt hour increases. Edison charges $.10885 <br />per kwh for basline service and $.14464 per kwh for nonbaseline <br />service for residential users. Colton's electric rates are <br />$.07312 per kwh for baseline service and $.08437 per kwh for <br />nonbaseline service for residential users. Edison's baseline <br />allocation for this region is 10.9 kwh/day in the Summer and 9.2 <br />kwh/day in the Winter. The baseline allocation set by the Colton <br />Electric Utility is 250 kwh/month throughout the year. <br />This survey did not take into consideration the 15% discount <br />Edison offers its low income customers (although, even if it did <br />the Colton electric rate and the monthly bill would still be <br />lower), Summer Air Conditioning Recycling or any other special <br />Edison sponsored program it may offer its customers. <br />When Colton rates for other services were compared to surrounding <br />cities, our rates were found to be very competitive. In surveying <br />the Electricity, Sewer, Water and Refuse rates for surrounding <br />cities based on certain levels of consumption, the Colton monthly <br />bill of $89.47, was clearly less than the surrounding cities <br />monthly bill of $117.56.
