LAURIN <br />Director <br />RE: 1993-94 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ALLOCATION <br />Dear Mr. Lewis: <br />We will soon begin our 19th year of implementing a very successful <br />CDBG program for San Bernardino County. As a "Cooperating City" <br />under this program, you are eligible to receive a portion of the <br />County's CDBG allocation for funding eligible projects benefiting <br />your City. Your 1993-94 CDBG allocation will be $280,300. This <br />year we were able to raise your CDBG allocation as a direct result <br />of the increase in funding approved by Congress. CDBG is <br />recognized by Congress as one National program that works. This is <br />due in part to the worthy activities funded by local agencies. <br />We have enclosed the list of the project proposals reporting a <br />benefit to your City. This list reflects the results of our <br />combined project solicitation efforts in December and January. <br />Proposals eligible for CDBG funding are listed on the enclosure <br />titled "Eligible Project Proposals." Further, a copy of each <br />eligible project proposal application is included for your use. We <br />also have listed proposals not eligible for CDBG funding, if any, <br />on the enclosure titled "Ineligible Project Proposals." This <br />latter listing is provided as information only. <br />Previous CDBG restrictions will continue to apply to the 1993-94 <br />allocation. HUD has again limited our funding for public service <br />activities to 15% of the allocation. To meet this requirement, we <br />are setting the same limit on public service funding by each city. <br />The 15% public service limit -for your city is $42,045. For your <br />convenience, we have identified each public service under the <br />"Comments" section on the Eligible Project Proposal list. We also <br />ask that you avoid assigning CDBG funds to administrative <br />proposals. HUD also limits the amount of CDBG funds that we may <br />use on administrative activities. Our costs to carry out the CDBG <br />program are applied to that limit. And, at this time, we expect to <br />use all funds available under the administrative limit. Proposals <br />identified as administrative are noted on the enclosed lists. <br />
