Gabriel, Economic Development Directorpio <br />SUBJECT: AMENDMENT TO CONSTRUCTION COOPERATIVE Date: April 5, 1994 <br />AGREEMENT WITH CALTRANS FOR WASHINGTON ST./ <br />1215 IMPROVEMENT PROJECT <br />Background <br />Prior to award of bid and construction of the Washington St./1215 Improvement Project <br />funded by the Redevelopment Agency, the City entered into a Construction Cooperative <br />Agreement ("Agreement) between the City and the State Department of Transportation <br />("Caltrans"). The Agreement is a standard requirement of Caltrans whenever work is to be <br />done within the State's right-of-way. <br />Discussion <br />In Section 11.4 of the Agreement, Caltrans agrees to reimburse the City $13,000 for the <br />upgrade of a concrete barrier on the south side of the freeway overcrossing structure. <br />Further language provides reimbursement of a greater amount by the State at its sole <br />discretion. <br />The actual cost of the concrete barrier was $23,400. Also, during construction, Caltrans <br />revised the plans a number of times, resulting in additional project costs. Staff negotiations <br />with Caltrans succeeded in Caltrans' agreeing to reimburse the City an additional $7,655.70 <br />for a metal beam guard rail and detector loop cables required by Caltrans. The total <br />reimbursement to the City, including the originally agreed upon $13,000, has increased to <br />$31,060. <br />To receive the revised cost reimbursement of $31,060, it is necessary to approve and <br />execute the attached Amendment to Agreement. <br />Financial Impact <br />The reimbursement from Caltrans will reduce the total project costs to the Redevelopment <br />Agency by $31,060. <br />Recommendation <br />Staff recommends approval of the attached Amendment to Agreement amending the <br />Construction Cooperative Agreement for reimbursement of 531,000 of the Washington St./I- <br />215 Improvement Project.
