Drews, Electric Utility Director Date: 3/23/94 <br />SUBJECT: ADOPTION OF RESOLUTION ADDING ELECTRIC DEPARTMENT <br />CUSTOMER SERVICE POLICY NUMBER 26 RELATING TO <br />THE RESIDENTIAL AIR CONDITIONER REBATE PROGRAM <br />BACKGROUND <br />On March 21, 1989, the City Council adopted Resolution Number R-40-89 providing for a <br />residential air conditioner rebate program. Under the program, residential customers of the Colton <br />Electric Utility who replaced their central electric air conditioner with a new unit that exceeded <br />State standards could receive a rebate. The program was designed to provide a financial incentive <br />for customers to purchase high -efficiency central electric air conditioners and to reduce summer <br />peak load demands on the City's electric system. <br />This program was terminated on December 17, 1991, by Resolution R-117-91. New federal <br />energy efficiency standards for central electric air conditioners became effective January 1 1992, <br />making the rebate program, as designed, no longer appropriate. <br />Stam is recommending that a revised residential central electric air conditioner rebate program be <br />initiated with rebates available only for new replacement units at higher efficiencies than required <br />in the earlier program. <br />The Utilities Commission has reviewed and has recommended approval of the proposed Customer <br />Service Policy addition as attached relating to a residential central electric air conditioner program. <br />DISCUSSION <br />A total of $9,000 has been set aside in Fiscal Year 1993-1994 for conducting a residential central <br />electric air conditioner rebate program.
