R-37-94 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, TO JOIN THE NATION IN OBSERVING <br />THE WEEK OF MARCH 28 TO APRIL 1. 19949 AS <br />"NATIONAL COMMUNITY DEVELOPMENT WEEK '94" <br />WHEREAS, during this time of budget difficulties, the problem of <br />maintaining a decent standard of living in America has increased along <br />with the task of meeting the needs of persons of low and moderate income, <br />as evidenced by the dwindling supply of affordable housing, the massive <br />rise in homelessness, unemployment and the resurfacing of hunger and <br />malnutrition as measures of widening economic disparity; and, <br />WHEREAS, the Federal Community Development Block Grant <br />Program has operated since 1974 to provide local governments with the <br />resources required to address pressing neighborhood and human service <br />needs for persons of low and moderate income; and, <br />WHEREAS, the Community Development Block Grant Program <br />continues to assume increasing importance as an instrument for meeting <br />pressing community development needs -in housing, economic <br />development, human services, capital improvements, and public <br />infrastructure; and, <br />18, WHEREAS, the nature of the Community Development Block <br />IGrant program, with its diversity of program design and administration, its <br />19 ability to respond to locally determined priorities, and its facility for being <br />�b last resort funding, has caused the Congress and the nation to appreciate <br />the critical value of the program, and the significant number of <br />21 !' organizations and projects that rely on its funds for support; and, <br />91 <br />WHEREAS the steady increase in nationwide Community Block <br />23 I Grant funding is a clear testimony to the value and effectiveness of the <br />241, program nationwide; and, <br />251,WHEREAS, a week recognizing national community development <br />26 will encourage local governments, nonprofit organizations, and community <br />I' residents throughout the nation to reaffirm the significance and diversity of <br />2 ` their local community development program efforts toward meeting the <br />2 needs of persons of low and moderate me. <br />8 .
