ZAMO <br />Community Developr6ent Di <br />SUBJECT: Consider the Prioritization and Funding of Community DATE: March 22, 1994 <br />Development Block Grant (CDBG) Projects for the 20th <br />Program Year 0 994-95) <br />BACKGROUND: <br />On January 18, 1994, the City Council approved the submittal of nine (9) Community <br />Development Block Grant (CDBG) Project Applications to the San Bernardino County Economic <br />and Community Development (ECD) Department for eligibility and qualification review for the <br />20th Program Year (FY 1994-95). Subsequently, additional CDBG applications were submitted <br />directly to the County ECD Department from various agencies requesting funds from the City <br />of Colton CDBG Entitlement Allocation. Of the nine (9) applications submitted, eight (8) were <br />found to be eligible for CDBG funding consideration. An additional 14 applications that were <br />submitted from the various agencies were also found to qualify. <br />Attachment "A" contains a listing of the total 22 CDBG Projects eligible for funding <br />consideration. The list contains the name of the Project Sponsor, Project Title, Type of CDBG <br />Project, Total CDBG Project Cost, and Colton CDBG Funds Request. We have also included <br />Staff's Comments and Recommendation. <br />Contrary to the County's initial estimate that the City of Colton would receive $280,000 (FY <br />1993-94 Allocation), we have been informed that the City will receive a CDBG Entitlement <br />Allocation in the amount of $345,000 for FY 1994-95. Previous CDBG restrictions will <br />continue to apply for the new fiscal year. The U.S. Department of Housing and Urban <br />Development (HUD) limits the funding for Public Service projects to 15% of the total allocation. <br />Therefore, our city Public Service limit is $51,750. In addition, for prudent fiscal purposes, a <br />minimum of 10% of the total allocation is recommended to be withheld as a Contingency <br />reserve. <br />Three (3) additional projects that were submitted to the County were found to be not eligible <br />for CDBG funds.
