CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of April 5, 1994 <br />TO: Honorable Mayor and City Council <br />FROM: Andrea Daroca, Interim Finance Director <br />SUBJECT: Discussion of Pro -ration of Date: March 30, 1994 <br />Dog Licenses <br />---------------------------------------------------------------- <br />---------------------------------------------------------------- <br />BACKGROUND: <br />On March 15, 1994, the Council discussed the pro -ration of dog licenses. <br />Staff prepared a report with information on the City of Colton's Animal <br />Control, including a survey of surrounding jurisdictions. At that time, <br />the Council requested that staff return at the next regularly scheduled <br />meeting with a staff report and recommendation. <br />DISCUSSION: <br />This report is a combined effort of the Finance Department and the Animal <br />Control Division of Police Services. In general, as was stated in the <br />March 15 staff report, Colton's apprehension fees are very low, $1.00* <br />compared to surrounding cities and the license fees are lower than all <br />comparable jurisdictions, other than the City of Redlands. <br />Staff has polled several surrounding jurisdictions and below are the <br />statistics: <br />Rialto <br />County <br />Redlands <br />Loma Linda <br />License Fee <br />$22/11 <br />18/9 <br />14/7 <br />Apprehension Fee <br />1st $18, 2nd $36 <br />$25 <br />1st $20, 2nd $30 <br />3rd $50 <br />18/9 1st $20-30 <br />2nd $40-50 <br />3rd $60-70 <br />$22.50 Shelter Fee <br />Colton 16.50/8 <br />1st $1*, 2nd $10 <br />3rd $50 <br />Pro -ration <br />$12.50 <br />None <br />Semi-annual <br />Quarterly <br />None <br />*It should be noted that Colton is far out of alignment in 1st time apprehension <br />fees with the surrounding jurisdictions. <br />Staff has now had an opportunity to take a global look at the City's animal <br />control services.
