CQ0W41KOI=001IV"0 <br />AGENDA REPORT (continued) <br />For Council Meeting of April 5, 1994 <br />Subject: Discussion of Pro -ration of Dog Licenses <br />5. FACT: The Animal Control staff does not currently have a <br />computer. All paperwork is handled manually. This is a <br />voluminous amount of paperwork, with all reports prepared <br />by hand, including renewals. <br />OPTION: That Animal Control have a computer and printer assigned to <br />them in order that staff may function more effectively and <br />provide a better system and more timely information. <br />FINANCIAL IMPACT: <br />Staff projects that if an annual sweep is performed, the net financial <br />impact to the City would be an additional $40,000 in revenues. The <br />renegotiation of shelter fees would reduce City costs by some $4,000 and <br />reduce the $24 to residents. Increasing apprehension fees from $1 to $20 <br />would increase revenues by $4,000. The cost to the City on issuance of dog <br />licenses annually with two different renewal periods would be approximately <br />$4,000 for a computer and printer to computerize the administration of the <br />process. This would all result in a net positive financial impact to the <br />City of $48,000 less the costs of the computer and printer for a total of <br />$44,000. <br />Currently for fiscal year 1993-94, the general fund was budgeted to <br />subsidize animal control services by $88,659. If the above options were <br />put into effect the general fund obligation would be lowered to <br />approximately $44,659. The City staff would acquire use of a computer and <br />printer, enforcement of the animal control ordinance would be effected and <br />Councilmember Rios' concerns regarding pro -ration of licenses would be <br />addressed. <br />RECOMMENDATION: <br />That City Council direct staff to: <br />1. Bring the apprehension fees into line with surrounding jurisdictions. <br />2. Attempt to renegotiate the animal control services agreement with the <br />City of San Bernardino, lowering costs to the citizens of Colton. <br />3. Proceed with a full sweep of the City for unlicensed dogs, so all <br />citizens share equally in the costs to provide this service. <br />4. Continue to issue annual licenses, but provide two different renewal <br />periods and, finally, <br />5.
