AGENDA REPORT <br />CITY OF COLTON <br />For City Council Meeting of <br />April S, 1994 <br />March 15, 1994 <br />TO: HONORABLE MAYOR AND CITY UNCIL <br />FROM: Julie Hayward Biggs, City Atto e <br />SUBJECT: Amendment of Civil Service Syste <br />As requested by Councilmember Beltran, the attached ordinance has been prepared <br />removing department heads from the provisions of the City's civil service system ordinance. <br />As has been previously discussed with the Council, this ordinance will have only a prospective <br />effect. That is, it will not eliminate civil service protections for existing department heads, but <br />will only apply to those department heads hired after the effective date of the ordinance unless <br />new department heads hired prior to that date consent to their exclusion from the civil service <br />system. <br />Although Councilmember Beltran did not specifically request any action regarding the <br />position of City Attorney, the ordinance also eliminates any civil service protection that might <br />have been deemed to apply to that position. In the past the civil service system ordinance was <br />silent on whether it applied to the position of City Attorney, primarily because that position was <br />ordinarily filled by contract or by special resolution identifying the terms of employment. To <br />avoid any confusion on this matter, however, the new ordinance specifically excepts the position <br />of City Attorney from the provisions of the civil service system. <br />Concurrence:.,, <br />City a er <br />
