Drews, Electric Utility Director Date: 4/07/94 <br />SUBJECT: ADOPTION OF RESOLUTION AUTHORIZING THE ELECTRIC <br />UTILITY DIRECTOR TO EXECUTE THE AGREEMENT WITH <br />APPLIANCE RECYCLING CENTERS OF AMERICA-CALIFORNIA, <br />INC., TO I1�TITIATE A SPARE REFRIGERATOR RECYCLING <br />PROGRAM <br />BACKGROUND <br />In late 1993, the Los Angeles Department of Water and Power (LADWP) and Southern California <br />Edison Company (SCE) jointly started a Spare Refrigerator Recycling Program for their respective <br />residential electric utility customers. Under this energy conservation program, participating <br />residential electric utility customers receive an incentive in the form of a$50 U. S. Savings Bond to <br />turn in operating spare (e.g., second) refrigerators. Under a contract between the two electric <br />utilities a.nd Appliance Recycling Centers of America-California, Inc., (ARCA), the collected spare <br />refrigerators are recycled in an environmentally responsible manner. <br />Electric Utility sta.ff has reviewed whether a spare refrigerator recycling program equivalent to the <br />LADWP and SCE Progra.m would be appropriate for Colton Electric Utility residential customers. <br />Based on this review, staff has concluded such a program is feasible and cost-effective. <br />A Request for Proposals (RFP) was released in January, 1994, to solicit proposals for <br />implementing a spare refrigerator recycling prograan for Colton Electric Utility residential <br />customers along the lines of the LADWP and SCE program. The RFP required the contractor to <br />conduct all activities for carrying out the program from taking customer calls to recycling and <br />disposal of hazardous materials. <br />Only one pruposal was received. This proposal was submitted by ARCA, the same company that <br />has contracted with LADWP and SCE. A review team consisting of Robert Buell, Senior Energy <br />Services Specialist, Daryl Pamsh, Assistant to tlie City Manager, and Helen Cortez, <br />Administrative Analyst II, reviewed ARCA's proposal to determine completeness and <br />responsiveness to the issued Request for Proposals.
