CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of April 19, 1994 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Randy Anstine, Director of Recreation and Human Services <br />SUBJECT: Revision to Job Descriptions - Community Youth Project Coordinator <br />and Program Specialist <br />DATE: April 7, 1994 <br />BACKGROUND: <br />The City of Colton is presently recruiting for two positions in the Recreation and Human <br />Services Department. The positions are, Community Youth Project Coordinator as well <br />as Program Specialist. Having had the opportunity to review the existing job descriptions <br />for these positions, staff has determined that there is a need to modify said job descriptions. <br />Job descriptions must accurately define the "fundamental duties, and essential job <br />functions" of each position. This is not only practical personnel practices, but Title I of the <br />Americans With Disabilities Act (ADA) mandates, that written job descriptions, will be <br />considered evidence of the essential functions of the job. Having been in my present position <br />for only a month, I did not have the opportunity to review these two job descriptions prior <br />to recruitment. It is my intention, to comply with the ADA requirements, as well as those <br />of the Equal Employment Opportunity Commission (EEOC), by reviewing the job <br />descriptions of all departmental personnel, and recommend making necessary changes, in <br />order to comply with the Federal ADA Regulations. Since these two positions are presently <br />being recruited for, and interviews have not yet been conducted, I am assigning these <br />positions high priority for review and action. <br />JUSTIFICATION: <br />Under the. ADA and EEOC regulations, an employer's judgement as to what constitutes <br />essential Job functions", will not be accepted automatically. Instead, employers must be <br />prepared to justify their conclusions and to communicate that judgement through ADA <br />qualifying job descriptions, job analysis, and other means. As the ADA Compliance Officer <br />for the City of Colton, it is my recommendation that the proposed modification to the <br />attached job descriptions be approved by Council. Adoption of the proposed job <br />descriptions will aid in achieving ADA compliance. The proposed modifications will ensure <br />the following: <br />• The jobs essential functions are defined <br />• Will detail other functions to be performed <br />• Detail skills, knowledge, and experience required <br />0 Define position characteristics <br />,751ein Ah� <br />
