PROCEDURES <br />1. A department head or employee shall complete the attached <br />"Request for Bilingual Pay" form and forward it to the <br />Personnel Department. <br />2. The Personnel Director shall evaluate request and recommend <br />approval or disapproval. The form shall be forwarded to the <br />City Manager. <br />3. The City Manager shall approve or disapprove such request, <br />within 30 days of when it is submitted, forwarding the <br />original form to the requesting department with copies to the <br />Personnel and Finance Departments. <br />4. If a request of an employee is disapproved, the employee may <br />request that the City Manager hear their appeal. Such request <br />shall be made within three business days of employee receiving <br />notice of disapproval. The City Manager shall meet with the <br />employee within ten business days of receiving the appeal and <br />issue a determination within three business days of such <br />meeting. The decision of the City Manager shall be final and <br />not subject to further administrative appeals. <br />S. The affected employee shall contact the Personnel Department <br />to arrange for testing to insure he/she is fluent in English <br />and the second language. <br />6. The Personnel Department shall schedule testing and notify the <br />department and employee of test results. <br />7. If the employee passes the test, his/her department shall <br />prepare a personnel action record (PAR) granting such employee <br />bilingual pay of $25 per pay period effective the next <br />_complete pay period. <br />8. The PAR shall be processed through Personnel, Finance and the <br />City Manager's Office in accordance with current procedures. <br />Attachments <br />MOU:POLICY.217 <br />-2- <br />
