PRINDEVILLE , <br />Interim Personnel Director <br />SUBJECT: REQUEST FOR CLARIFICATION OF COUNCIL'S INTENT REGARDING <br />PERSONNEL DIRECTOR RECRUITMENT PER 4/19/94 ACTION <br />BACKGROUND: <br />At the Council Meeting of 4/19/94, you indicated it was your intent that the Personnel Director Recruitment <br />continue. At different points in the discussion of this item, comments were made regarding Affirmative Action <br />and also re -opening the recruitment. <br />COMMENTS: <br />A. While the open period for the recruitment that has been conducted was brief, 3/23/94 to 4/01/94, 6 of <br />the applicants of the 23 who applied qualified (to the position as advertised, see attached) to continue <br />in the selection process. The ethnic/gender statistics of these 6 are attached for your information. An <br />oral panel could be arranged, these candidates examined, and an eligibility list developed in <br />approximately two weeks. The successful candidate would probably have to give notice to their present <br />employer and would have an estimated starting date of June 1, 1994. <br />B. If it is Council's desire to re -open the recruitment for an additional period of time, the following <br />information is requested: <br />1. How long should the open period be? <br />2. Should we advertise the same job specification as before? If not, <br />3. What position description should we advertise? <br />Estimated time frames per B above, if we advertise the same position and open the recruitment for an additional <br />month, the new Personnel Director would probably not start before mid-July. If we advertise a new job <br />specification, because of specification development and approval time considerations, the new Director would <br />likely not start before mid-August. <br />As I cannot personally remain much beyond mid-May, the time elements outlined can be critical, considering <br />unresolved meet and confer processes which must be addressed.
