CITY OF COLTON AGENDA REPORT For Council Meeting of AUGUST 21 1994 TO: Honorable Mayor and City Council D FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN SUBJECT: AUTHORIZATION TO ACCEPT A LIBRARY "FAMILIES Date: JULY 27, 1994 FOR LITERACY" GRANT IN THE AMOUNT OF $20,000 FOR FY 94-95 BACKGROUND The Colton Public Library has been granted $20,000 in additional CLSA "Families for Literacy" state funding for FY 94-95. The program, coordinated at the Luque Branch Library, involves volunteer tutors and adult learners in activities that promote parents and their children reading together. Instructional response materials will be purchased and a part-time Family Literacy Program Coordinator will plan and implement suitable programs to promote reading. STATEMENT OF THE PROBLEM We at the Colton Public Library endeavor to reach parents who are having difficulty being a reading role model for their children. We work with them to show them how they can better teach their children and together overcome the cultural, educational and economic disad- vantages that transmit low literacy from generation to generation. During FY 94-95, the Colton Public Library "Families for Literacy" program enrolled 41 local families with 98 children actively participating in the reading program. ALTERNATIVES Without grant funding, such a reading program could only otherwise continue with the City's General Funds. FINANCIAL IMPACT No -cost item to the City. No local matching funds are required. RECOMMENDATION Staff recommends that Council authorize the City to accept a library "Families for Literacy" grant in the amount of $20,000 for FY 94-95.
