Chapter 3.08 of the Colton Municipal Code is hereby amended by the addition <br />of new Section 3.08.015 to read as follows: <br />"3.08.015 Affirmative action. Notwithstanding the provisions of Section 3.08.010 <br />regarding the goal of achieving the lowest possible cost on all City purchasing <br />commensurate with quality need, all purchasing within the City shall comply with any <br />affirmative action plan which may be adopted by the City pursuant to California Public <br />Contracts Code Section 2000 et SQ. predicated on appropriate studies justifying such <br />preference programs to encourage participation of Minority Business Enterprises (MBE) <br />and Women business enterprises (WBE) in bidding on City contracts." <br />SECTION 2. Section 3.08.120 (A) is hereby amended in relevant part to read as follows: <br />"3.08.120 Formal contract procedure. Except as otherwise provided in this chapter, <br />purchases and contracts for supplies, services and equipment of a value greater than five <br />thousand dollars ($5,000) shall be by written purchase order to the lowest responsible <br />bidder, pursuant to the procedures prescribed herein: <br />
