Gabriel, Economic Development Director pw� <br />SUBJECT: CONSIDERATION OF REQUEST FOR AUTHORIZATION Date: August 2, 1994 <br />TO CONDUCT ENTERPRISE ZONE EXPANSION STUDY <br />Background <br />In 1989, AB 251 was approved allowing existing State -designated Enterprise Zones to expand zone <br />areas by 15% of the original area. Under this law, each jurisdiction of the Agua Mansa Enterprise <br />Zone can independently expand its Zone boundaries, either in increments or at one time. The <br />expanded boundaries must be contiguous and continuous to the existing Zone boundaries, and zoning <br />must be 51 % commercial and/or industrial. <br />Initially, the City had a total of 241.95 expansion acres available. On October 1, 1991, Colton <br />received State approval to expand its portion of the Enterprise Zone by 22.42 acres. A request for <br />Zone expansion for an additional 95 acres was approved by the City Council on July 19, 1994, and <br />is in the process of receiving final approvals from the Zone's governing board and, finally, the State <br />Department of Commerce. This leaves available approximately 124.53 expansion acres. <br />Discussion <br />In November 1991, the City successfully annexed a County pocket known as the South 44 <br />Annexation Area. A portion of the annexation, located in an area east and west of Riverside Avenue, <br />south of the Santa Ana River to the two -county line, is zoned M-1 and IP (see attached map). To <br />encourage business growth, staff is proposing to conduct a Zone expansion study of this area for the <br />potential expansion of approximately 100 acres. <br />To further enhance development in the immediate vicinity of the new County hospital facility, staff <br />is also proposing to expand the northern boundary of the Zone, currently south of the 1-10 freeway, <br />north of the freeway to include parcels adjacent to the Pepper Ave./W. Valley Blvd./110 intersection <br />(see attached map). This would utilize the remaining 25 expansion acres. <br />It is anticipated that this combined study will utilize all 124.53 acres left available to the City to <br />expand its portion of the Agua Mansa Enterprise Zone. <br />Financial Impact <br />None <br />Page 1 of 2 Item No. Z40 <br />
