Clarke o ate: 7/27 94 ,Actin Electric Utitity DirectrD <br />SUBJECT: SETTING TIME AND PLACE FOR A JOINT MEETING OF THE <br />CITY COUNCIL AND THE UTILITIES COMMISSION <br />REGARDING A COOPERATIVE AGREEMENT WITH BEETEC <br />DEVELOPMENT CORPORATION OF THE INLAND EMPIRE <br />BACKGROUND <br />On July 25, 1994, the City of Colton Utilities Commission met in a special meeting to hear a <br />presentation by Beetec Development Corporation of the Inland Empire (Beetec) regarding a new <br />potential industrial development within the City of Colton. Beetec was representing MacMillan <br />Bloedel Limited, who proposes to construct and operate a recycled newsprint mill to be located in <br />the vaccinate of Rancho and Slover, south of Interstate 10. <br />STATEMENT OF THE PROBLEM <br />In connection with the presentation to the Commission was an Operating Agreement between <br />Beetec and the City which includes obligations on both party's behalf for the preparation and <br />construction of the mill. This agreement outlines both financial and regulatory obligation which <br />need to be considered prior to entering into such an arrangement. It was the direction of the <br />Utilities Commission to request a joint study session with the City Council to allow for a <br />presentation by Beetec to inform and obtain guidance form the Council as to the viability of this <br />proposed project. <br />ALTERNATIVES <br />This is intended to be an informational study session which would result in a directive of the City <br />Council on whether or not it wishes to allocate City staff and resources to pursue this type of <br />business addition to the community. <br />Page 1 of 2 Item No. 4z 3 <br />
