M. <br />MEETING CALLED TO ORDER: <br />FLAG SALUTE: <br />INVOCATION: Chaplain Jim Stovall <br />ROLL CALL: <br />PROCEDURES FOR ADDRESSING CITY COUNCIL <br />Please obtain a card from the City Clerk and fill out, noting item <br />number on Agenda, or address City Council under oral communications <br />portion of Agenda. <br />The City Council encourages public input on all City issues within <br />the Rules of Decorum as follows: <br />DECORUM AND ORDER <br />To help conduct the business of the City Council in an orderly <br />fashion, the City Council has adopted rules pertaining to Decorum <br />and Order. The City Council will strictly enforce these rules in <br />order to allow full expression of ideas and opinions by citizens <br />staff or legal counsel. The rules are summarized below: <br />Unauthorized remarks from the audience, stamping of feet, <br />whistling, clapping, yelling, and similar demonstrations shall <br />NOT be permitted by the Presiding Officer. Any disrupting <br />demonstrations shall be cause for the Chief of Police to clear <br />the Council Chambers or to remove individual offenders upon <br />direction of the Presiding Officer. <br />Any person who verbally attacks other individuals, groups, or <br />City Officials, or otherwise becomes boisterous while <br />addressing the Council, or while attending the Council <br />Meeting, shall be ruled out of order by the Presiding Officer. <br />If someone begins to make impertinent or slanderous remarks, <br />the Presiding Officer (or the City Manager or City Attorney at <br />the direction of the Presiding Officer) will instruct the <br />person to follow the Council Rules. If the person does not <br />cease, the Presiding Officer will instruct the Chief of Police <br />to remove the person from the Council Chambers and bar him/her <br />from further audience before the Council. <br />AUG 16 1994 <br />
