Zamora <br />Community Develo for <br />CITY MANAGER CONCURRENCE: <br />SUBJECT: Set for Public Hearing, for the Regular City Council Meeting of January 3, 1995, the <br />Reprogramming of $67,208 of Community Development Block Grant (CDBG) Funds <br />from the activities, "Graffiti Removal Program -Target Areas, $46,208" and <br />"Gravestone Restoration -Agus Mansa Cemetery, $21,000," to a new CDBG project <br />entitled, "Code Enforcement Program." <br />BACKGROUND: <br />As a Cooperating City with the San Bernardino County CDBG Urban County Program, any <br />substantial reprogramming of CDBG funds from one project to another project requires approval <br />from the County Economic and Community Development (ECD) Department, and subsequently <br />from the U.S. Department of Housing and Urban Development (HUD). Reprogramming of CDBG <br />funds is an action that requires a Public Hearing. <br />DISCUSSION: <br />The reprogramming of CDBG funds requires the City to hold a Public Hearing to obtain citizens <br />views, particularly residents of the area in which the proposed activity is to be carried out. The <br />Public Hearing allows the City to comply with citizen participation requirements of the CDBG <br />Program. <br />FINANCIAL IMPACT: <br />There is no financial impact to the City's General Fund. The reprogramming action concerns only <br />federal funds. <br />RECOMMENDATION: <br />Staff recommends that a Public Hearing be set for the Regular City Council Meeting of January 3, <br />1995, to consider the Reprogramming of $67,208 of Community Development Block Grant <br />(CDBG) Funds from the activities, "Graffiti Removal Program -Target Areas, $46,208" and <br />"Gravestone Restoration-Agua Mansa Cemetery, $21,000," to a new CDBG project entitled, "Code <br />Enforcement Program." <br />DRZ/ALS/kd <br />
