(File Index Number DZ -59-94) <br />BACKGROUND. - <br />Pursuant to the Planning Commission's request, staff obtained copies of ordinances <br />regarding the parking and storage of recreational vehicles from surrounding cities in <br />the Inland Empire. After careful consideration during a public study session, the <br />Commission requested staff to develop the attached amendment for their <br />consideration. After proper notice was given, the Commission held a Public Hearing <br />on November 22, 1994, to allow public testimony, and upon closure of the hearing, <br />considered and approved the attached Ordinance. <br />DISC U SSIO N/ANALYSIS: <br />At the present time, the Colton Municipal Code (Zoning Ordinance) does not address <br />the issue of on-site parking and storage of recreational vehicles in residential zones, <br />and as a result, enforcement has been difficult. The proposed amendment will <br />establish a manner, through detailed criteria, that will allow these types of vehicles to <br />be safely parked and stored, while minimizing the visual impact to the residential <br />neighborhoods. <br />Pursuant to the Planning Commission's recommendation, the City Council is <br />requested to consider the amendment to Title 18 of the Colton Municipal Code (Zoning <br />Ordinance) to include Section 18.48.100, "Recreational Vehicles Regulations." The <br />proposed amendment will regulate the parking and storage of recreational vehicles, <br />which includes: motorhomes, camping trailers, fifth -wheel camping trailers, campers, <br />boats, off-road vehicles, and their trailers, in the R -E, R-1, R-2, and R-3 zones, or in <br />other zones where there are legally non -conforming residential uses, or within a 300 <br />foot radius of such legally permitted but non-residential zoned property. <br />
