La Cadena Drive <br />Colton, California 92324 <br />Colton may at any time, by written notice to Los Angeles, change the address to which <br />billings and payments shall be sent. <br />4. Authorized Representatives - Each party shall designate an Authorized Representative <br />who shall be authorized to act on its behalf with respect to those matters contained herein <br />which are the functions and responsibilities of the Authorized Representative. Each party <br />may also designate an alternate who may act for the Authorized Representative. Within <br />thirty (30) calendar days after execution of this Agreement, each Party shall give written <br />notice to the other Party of its designation, and shall promptly notify the Party of any <br />subsequent changes in such designation. The Authorized Representatives shall not have <br />the authority to modify any of the provisions of this Agreement. <br />5. Notices - With the exception of billing invoices pursuant to Section 3, all written notices <br />under this Agreement shall be deemed properly sent if delivered in person or sent by <br />telegraph, or sent by registered or certified mail, postage prepaid, to the persons specified <br />below: <br />If to Los Angeles: <br />Department of Water and Power <br />of the City of Los Angeles <br />c/o Assistant General Manager - Power <br />P.
