City Council Meeting <br />December 6, 1994 <br />Selection of CDBG Projects <br />Page 2 <br />As part of the planning efforts for the Consolidated Plan, the City sponsored a <br />Community Needs Assessment Forum on November 16, 1994, to encourage <br />participation by very low and low income persons in receiving input on housing and <br />non -housing needs, and issues and problems affecting the community. Several issues <br />and problems were raised at the forum, as well as proposed projects that will be <br />submitted for funding consideration from the CDBG Program. <br />Initially, the County had informed the City that all CDBG Project Proposal Applications <br />would be due no later than December 16, 1994; however, at the request of the City <br />Manager, the County extended the submittal deadline to December 23, 1994. This time <br />extension provided the City and other potential applicants additional time to submit <br />project proposals. <br />The City Council is requested to review the attached list of CDBG Project Proposal <br />Applications, allow citizen participation and input on the proposed projects, and select <br />those specific projects which they wish to be submitted to the County ECD Department <br />for eligibility and qualification review. Upon completion of their review, the County will <br />return all eligible proposals to the City for final funding prioritization, which the City <br />Council will consider at one of their February meetings. <br />FINANCIAL IMPACT: <br />There will be no impact to the City's General Fund. Funding for all the proposed <br />projects will be derived from the City's Community Development Block Grant Federal <br />Entitlement Funds. <br />RECOMMENDATION: <br />Staff recommends that the City Council allow citizen participation in the review and <br />comment on the Community Development Block Grant (CDBG) Project Proposal <br />Applications on the attached list; continue the Public Hearing to the City Council <br />Meeting of December 20, 1994, to allow additional citizen participation, and at the <br />conclusion of the Hearing, select CDBG Projects to be submitted to the County of San <br />Bernardino for eligibility and qualification for CDBG funding from the 21st Program <br />Year, 1995-96, and adopt the attached resolution. <br />DRZ/ALS/kd <br />Attachment <br />CITY OF COLTON <br />COMMUNITY DEVELOPMENT DEPARTMENT <br />
