SAWPA's mission is to initiate and to assist its Member <br />Agencies in cooperative programs and projects to improve and <br />protect water quality, including planning, financing, and <br />implementation; and to coordinate such programs and projects with <br />federal, state, regional, and local agencies. <br />C. The Colton and Riverside Basins are within the Santa Ana <br />Watershed and within the Districts of at least two Member Agencies. <br />Those Member Agencies, certain water and wastewater agencies, and <br />other entities have expressed an interest in forming a Task Force <br />for the purpose, among others, of jointly developing a Water <br />Resources Management Program for the Colton -Riverside Basins (the <br />"Program") to maximize the beneficial use of available water and to <br />address water quality problems. <br />D. Pursuant to paragraph 18 of the JPA, the preparation and <br />implementation of a Water Resources Management Program for the <br />Riverside and Colton Basins has been identified as a specific <br />project of SAWPA, to be administered under Project Committee No. <br />16, as formed by EMWD, OCWD, SBVMWD and WMWD. <br />E. Per direction from Project Committee 16, SAWPA will act <br />as a facilitator and a resource agency for the following: <br />(1) Assist interested public parties in forming the Task <br />Force. <br />2 <br />
