21 <br />3 <br />4 <br />i <br />5 <br />6 <br />8 <br />91 <br />101 <br />11 <br />12 <br />13 <br />14 <br />15� <br />161 <br />lit <br />RESOLUTION NO. <br />A RESOLUTION OF THE CITY OF COLTON CALIFORNIA, EXPRESSING <br />STRONG OPPOSITION TO THE SOUTHERN CALIFORNIA ASSOCIATION <br />OF GOVERNMENTS REGIONAL COMPREHENSIVE PLAN <br />WHEREAS, the City of Colton recognizes the need to plan for the growth and changes that can <br />be reasonably anticipated to occur in Southern California during the next 15 to 20 years; and, <br />WHEREAS, the City of Colton supports efforts to comply with State and Federal mandates for clean <br />air, reduced congestion, affordable housing, and environmental protection at the, least cost and disruption <br />to citizens, business, and local government; and <br />WHEREAS, the City of Colton believes that more effective methods should be established for <br />coordinating and simplifying regulatory processes; and, <br />WHEREAS, the Southern California Association of Government's Regional Comprehensive Plan <br />represents a substantive departure from all previous planning efforts for Southern California far exceeding he <br />authority granted by legislative mandates and fiscal capabilities. <br />NOW, THEREFORE, BE IT RESOLVED, that the City of Colton strongly opposes the Plan in its <br />current draft form and recommends the following. changes be made prior to its adoption: <br />1. Restructuring of the "Plan" as a "Report" to serve as a basis, but not a <br />prescription, for future discussion about regional issues of concern to <br />Southern California's planned'growth. <br />2. Identification of the Inland Empire as a major employment growth center with <br />a greater ratio of jobs per household than older, more urbanized areas and <br />identification of Colton as a diverse and dynamic business center whose <br />continued growth is essential improving the quality of life of Inland Empire <br />residents. <br />18 ' 3. Elimination of all goals, strategies, and discussion about providing the <br />Southern California Association of Governments (SCAG) with additional <br />19 oversight of the decisions made by local governments regarding land use <br />20 and related matters and elimination of all goals, strategies, and discussion <br />about granting SCAG the authority to impose penalties if local decisions <br />were determined to be contrary to regional interests. <br />2111 <br />4. Removal of all non -mandatory elements and components. <br />22' ; <br />I BE IT FURTHER RESOLVED, that the City of Colton urges SCAG to provide extensive opportunities, in - <br />23 cluding a substantially longer public review period, for locally elected officials, citizens, and the business <br />24 i community to participate in the review and formulation of the documents. <br />2511 <br />2G i ; FRANK A.
