CITY OF COLTON AGENDA REPORT For Council Meeting of JANUARY 4, 1994 _ TO: Honorable Mayor and City Council FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN SUBJECT: AUTHORIZATION TO ACCEPT A CALIFORNIA LIBRARY SERVICES ACT (CLSA) "CALIFORNIA LITERACY CAMPAIGN" GRANT IN:;.THE AMOUNT OF $17,185 FOR FY 93/94. _- Date: December 13, 1.993 .BACKGROUND The Colton Public Library has been granted CLSA funding in the amount of approximately $17,185 from the California State Library for FY 93/94. This will be the sixth year the Colton Public Library will receive "California Literacy Campaign" funding. This year, the state will match $1.00 for every $4.62 dollars allocated towards literacy. Funds will be utilized for office supplies, special tutorial supplies, _promotional materials, staff training, the purchase of books, audio-visual, and computer materials. STATEMENT OF THE PROBLEM The Colton Public Library recognizes that a continuing demand exists for one-to-one instruction in basic reading and writing skills for adults. According to the California Department of Education, 200 of the adult population 16 years and older cannot read. This is the population that the Colton Public Library's literacy program seeks to serve. ALTERNATIVES Without such grant funding, a literacy program of such dimensions could only otherwise be continued with the City's General Fund. FINANCIAL IMPACT None. General fund monies already q1located as part of the Library's FY 93-94 budget will be used to establish the match figure, as well as other state and federal grant dollars awarded. Should local, state, or federal funding increase or 'decrease over the course of FY 93/94, the CLSA grant amount would change proportionately. RECOMMENDATION Staff recommends that Council authorize the City to accept CLSA funding in the amount of $17,185 for 1~Y 93/94. The Colton Public Library Board of Trustees has Sreva'ewes this matter and concurs with this recommendation. CITY MANAGER'S CONCURRENCE J R L.
