CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of JANUARY 4, 1994 <br />_ TO: Honorable Mayor and City Council <br />FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN <br />SUBJECT: AUTHORIZATION TO ACCEPT A CALIFORNIA LIBRARY <br />SERVICES ACT (CLSA) "CALIFORNIA LITERACY <br />CAMPAIGN" GRANT IN:;.THE AMOUNT OF $17,185 <br />FOR FY 93/94. _- <br />Date: December 13, 1.993 <br />.BACKGROUND <br />The Colton Public Library has been granted CLSA funding in the amount <br />of approximately $17,185 from the California State Library for FY <br />93/94. This will be the sixth year the Colton Public Library will <br />receive "California Literacy Campaign" funding. This year, the state <br />will match $1.00 for every $4.62 dollars allocated towards literacy. <br />Funds will be utilized for office supplies, special tutorial supplies, <br />_promotional materials, staff training, the purchase of books, <br />audio-visual, and computer materials. <br />STATEMENT OF THE PROBLEM <br />The Colton Public Library recognizes that a continuing demand exists <br />for one-to-one instruction in basic reading and writing skills for <br />adults. According to the California Department of Education, 200 of <br />the adult population 16 years and older cannot read. This is the <br />population that the Colton Public Library's literacy program seeks to <br />serve. <br />ALTERNATIVES <br />Without such grant funding, a literacy program of such dimensions <br />could only otherwise be continued with the City's General Fund. <br />FINANCIAL IMPACT <br />None. General fund monies already q1located as part of the Library's <br />FY 93-94 budget will be used to establish the match figure, as well as <br />other state and federal grant dollars awarded. Should local, state, <br />or federal funding increase or 'decrease over the course of FY 93/94, <br />the CLSA grant amount would change proportionately. <br />RECOMMENDATION <br />Staff recommends that Council authorize the City to accept CLSA <br />funding in the amount of $17,185 for 1~Y 93/94. The Colton Public <br />Library Board of Trustees has Sreva'ewes this matter and concurs with <br />this recommendation. <br />CITY MANAGER'S CONCURRENCE <br />J R L.
