CITY-,_OF .COL -.TON
AGENDA REPORT
For Council Meeting of JANUARY 4, 1994
TO: Honorable Mayor and City Council
111
FROM: DAVID MICHAEL DAVIS, CITY LIBRARIAN
SUBJECT: AUTHORIZATION TO.APPLY FOR UNITED STATES Date: DECEMBER 13, 1993
DEPARTMENT OF EDUCATLON LITERACY GRANT
($24,642)=FOR THE LUQUE BRANCH LIBRARY
DURING FY 94/95
BACKGROUND
The Colton Public Library is eligible to apply for $24,642 in Library
Services & Construction Act Title VI grant funding to continue
literacy programs at the Luque Branch Library during FY 94/95. The
Colton Public Library will continue to,.recruit and train volunteer
tutors and adult learners providing the opportunity to improve their
reading and writing skills through one-to-one learner based
situations."
Unlike current State funding for the Main Library's "Advance to
Literacy" and "Families for Literacy" programs, the U.S. Dept. of
Education Grant is specifically targeted for,the South Colton area.
STATEMENT OF THE PROBLEM
The Colton Public Library recognizes that a unique demand exists for
one-to-one instruction in basic reading and writing skills for adults
in South Colton. The target audience for the program are adults 16
years of age or older whose low reading level and/or attitude toward
classroom based learning preven-s-succesxsful participation in other
educational programs,.
ALTERNATIVES
Without grant funding, such a program could .only otherwise be
continued at the Luque Library with the City's General Funds.
FINANCIAL IMPACT- I
This is a no -obligation item to the City. No local matching funds are
required.
RECOMMENDATION
Staff recommends that Council authorize the City to apply for United
States Department of Education Literacy Grant Funding ($24,642) for
the Luque Branch Library during FY 94/95.
The Colton Public Library Board of Trustees has reviewed this matter
and concurs with this recommendati
n41
City Manager's Concurrence
e ry L.
