CITY OF COLTON ,_ . <br />AGENDA REPORT <br />For Council Meeting of January 4, 1994 <br />To: Honorable Mayor and City Chou ;l Date: January 3, 1994 <br />-' <br />From: Jerry Young, City Manager ) <br />Subject: Status Report on the Televising of Colton City Council Meetings via the <br />Local Cable Carrier and Revised Time Line for Implementation <br />BACKGROUND <br />At its meeting of May 4, 1993, the Council requested to delay action on Televising Colton <br />City Council Meetings via the Local Cable Carrier until after the adoption of the 1993/94, <br />City Budget. Since the adoption of the City Budget in August, staff has moved forward in <br />obtaining specifications and cost estimates on the equipment necessary to televise Council <br />meetings. We have also toured a municipal facility where meetings are currently being <br />televised via cable carrier. <br />DISCUSSION <br />Under its present Franchise Agreement, TCI Cablevision of California, agrees to provide a <br />full-time public -access government channel. Colton shall possess the right and technical <br />ability to preempt, upon reasonable notice, programming at any time and assert its own. <br />programming by way of the reverse link from City Hall. City Council meetings can be <br />broadcast "live", or on a tape delayed basis. Funds have been budgeted to purchase, lease <br />purchase,or contract out for equipment and staffing of this operation. <br />In order to televise City Council meetings, we must obtain the equipment necessary to <br />create a studio environment in the council chambers. Such equipment will include but not <br />necessarily be limited to, cameras, audio equipment, editing equipment, video monitors <br />and a control area. <br />Staff will prepare a report for Council action at its January 18, 1994, meeting that will <br />seek the Council's direction as to whether or not it is the Council's desire to televise <br />Colton City' Council meetings. The report will include a series of options and a <br />recommendation by staff should the Council decide to go forward with this endeavor. <br />
